I had a lovely stay at At Sea Hotel Pattaya. Its location is unbeatable, right at the starting point of Walking Street, plus my sea-facing room offered stunning views. While the room was comfortable, I found the AC could've been cooler, and older guests might struggle with the stairs since there's no lift. Overall, though, I highly recommend this hotel for its atmosphere and proximity to local attractions.
